Promising huge future investment in the US to get lower tariff rates. The great thing about promises not written down or codified is you can promise anything. Trump doesn't have any real commitments and no one expects this money to actually appear. These are just the pipe dreams of a dying man that was never loved because he has no qualities a person would love.
