but it is very much like a tax, siphoning money from the 99% to give it in the form of tax breaks to the 1%. And the more that one spends of one's income on tariffed goods, the higher the tax rate. Of course the lower one's income the higher percentage they spend. The lowest quintile generally is unable to save or invest anything, spending everything that they bring in.
