Absolutely because without medical tests, physical, neurological, scans, blood tests, bio markers, etc, etc, etc - nobody knows for sure.
Even then after all those tests - they called it "a million dollar work up" for my mother. They still were not sure if it was Alzheimer's or vascular dementia or something else.

But tally up all the observations on Trump and it is clear something is seriously amiss.
