If you define every guy who has even a tangential relationship to sex work as a pimp or trafficker then of course there are many. However, if you confine those definitions to those ordinary people would consider consider pimps and/or traffickers the number becomes vanishingly small.

The inflated numbers don't help women in desperate circumstances. Rather they are used to justify inflated law enforcement budgets and by special interest groups to fund raise. Women on the street don't need another task force -- they need actual financial aid, substance abuse treatment, and social services.
