1. This is California's Response to Texas Redistricting to gain 5 seats

I have not yet received the voting materials, but my understanding is:

UNTIL there is a Nation-Wide Ban on Partisan Redistricting -- where a panel representing both/all sides when the maps are made up - which /should/ be only after the Census conducted every 10 years) -

And since it seems that it is Legal for Texas to do it (don't quote me, but I think this is something that the Supreme Court said it was OK for Texas)

That California will re-draw its non-partisan maps (because in the past, we did our maps with these unbiased panels) in a way where we, too, will gain 5 seats.

The goal is to ban it Nation Wide, but Gov. Newsom has put this forward to fight fire with fire.

I hope that helps, and my understanding of all this might not be exactly spot on.
