There's a precedent. The money comes from the city, but if the city can't fund it, then it goes to the county and on up until they meet the judgment. That's the way it works in most cases; maybe state law here is different but I kinda' doubt it.

I know this 'cuz I once worked with a nationally known defense lawyer who won a major case and that happened. This case was on many of the crime shows.

In this case, the award was so high that they had to raise taxes on everyone in the counties affected.
