They polled a "representative sample of US adults age 18 or over". In other words, probably around one third of these voters likely did not vote in past elections.

What the poll seems to show is that Trump's base is holding steady, but that the disaffected third have heavily swayed against Trump. Whether that will cause these apathetic voters to vote is a different issue. An issue which pollsters never seem to address.
