...because these are STATEWIDE races, and Republicans have a about a 200,000 voter registration advantage over Democrats in GA. Without a doubt, this was a low turnout race, but low turnout races are generally decided based on which party is enthusiastic about voting on Election Day, and I can't remember the last time a Dem was on the GA PSC (it was 20 years ago).
