Not only doesn't the exporter absorb all of the tariffs, or even most of the tariffs, in some cases it's utterly impossible.

Remember Donnie is slapping, in some cases, 100% tariffs.

It's impossible to make 100% profit, so if an exporter paid this entirely themselves, they'd be guaranteed to run a loss on everything single transaction. When the tariff is higher than the profit margin, Donnie is effectively mandating that the exporter has to push some of the tax onto the importer and/or the ultimate comsumer.
