My brother and his girlfriend have SNAP benefits and it's more like an ATM card than what you experienced. And they can check the balance at the cash register when they charge to it.

No disrespect intended and I'm sure it varies state to state. Last time I inquired about it I would get about $15/month. Not worth the paperwork and hassle to me.
