4. As a 79 year old guy, I can say that most of us get sleepy real easy when we're in a boring situation.

Sleepy Don is just one more old guy who needs a nap or 2 during the day.
Unfortunately, he's the president and needs to be a lot more with it than he is.
As far as being president is concerned, he's just a low energy, grumbly, old fart who is at his best when he's asleep.
When he's asleep he isn't thinking up new ways to hurt people, or new ways to make the office of the president look like it's part of some shit hole country.
