the state of PA will be footing the bill without reimbursement.

That's the current statutory text.

Somebody earlier tried to imply that the Feds gave them money ... Nope. Their state did; and that's on the state budget's account. Unless the Congressional (D) get legislature to reimburse states to cover unauthorized-by-Congress expenses.
