2. Yes! There should be 13 SC Justices, to coincide with there being 13 Circuit Courts.

The Circuit Courts all have a SC Justice who is associated with that court. However, with 13 Circuit Courts and only nine SC Justices, there are a few Justices who oversee two courts. At the time the SC settled in at nine Justices, there were nine Circuit Courts.
