They are enplanements. Those are passengers that board a plane there. The passenger columns for major airports are over 20 million yearly. These airports are doing 4 or 5 or more times the amount Will Rodgers is doing. The ones on the list that dont have high passenger columns are some of the busiest cargo airports like Louisville (Fed Ex) and Anchorage.

I understand your frustration but I really dont think they are targeting blue cities as much as throttling traffic at the busiest airports.
