The data is mixed, but if you are from somewhere perceived as having "no clue" about the concerns of the people you are calling, it can do more harm than good. I sent money to the campaign, but I also sent money to the TN state Democratic party.
Strengthening state party infrastructure and outreach packs a punch. State parties know their issues and voters. Campaigns that are perceived to "parachute in" without tight coordination with a strong state party infrastructure are less effective.
