His 2 sons were handed cantor Fitzgerald (a tax-free gift, if I understood correctly) and decided to buy up rights to tariff refunds for 10 cents on the dollar from major corporations.

Meaning that they had reason to believe that the tariffs would be overturned and refunded.

They work every angle of a monopoly game whose rules are written by people employed by those who won the game in previous iteration. And the board doesn’t get reset in real life.
