They are getting paid. Many have free or subsidizes housing, food, and medical care.

it is a disgrace that Americans cannot feed their families. I'm far less worried about the a group of Americans who are repeatedly singles or for special treatment by both the government and private industry, than the rest of the federal workers, or anyone else who depends on money from the federal government. I was barely out at all yesterday and I saw 3 signs offering military free meals or discounts.
