4. There have been discussions for some time.

Monday

Schumer did not have control.
Most Democrats have hearts and listen to solutions.
Since all office holders represent a constituency, I suspect some constituents are more equal than others.
Thanksgiving is upon us and tables of discussion, no doubt, influenced these voters.
Air traffic controllers brought the end to the last one.
Perhaps getting home to families motivated some votes.
