She does say that the photos are far worse than anyone expected and that some of the folks working on the project were sickened, but kept at it even when they were upset at what the photos revealed because they didn't want to expose their co-workers to the disturbing photos.

My opinion is that she isn't describing them for liability reasons, because she doesn't have direct knowledge, only descriptions of what the un-named federal employees themselves saw.
