10. This may sound like a dumb question, but who has "thrown away" the ACA as an issue?

Before answering, I think it's necessary to accept the difficult reality that Republicans were NOT going to pass legislation in the Senate and House to restore ACA subsidies no matter what Democrats did. Nor would the Orange Sociopath sign it.
