That is exactly true. There are stories about this all over the place, each one reporting something different. A few sources, among them the Daily Beast say that there is an inmate in the prison who trains puppies as service dogs. Maxwell has permission to have 'puppy time' ie the pup is not her sole responsibility and it is returned to the trainer after a period of time.

Let me stress - I am not defending Maxwell; rather trying to shed some light on a possible incendiary topic.
