2. That port has no pipeline, no tanks, and no oil infrastructure. It's a dry cargo port close to Pakistan.

This story is obviously vague. There is no onshore oil infrastructure here. The entire area has tankers waiting to get through the straits. They suggest oil transfers, but the oil still would have to come through the straits, so it doesn’t make a lot of sense.
