It's in their nature as a defense mechanism for the reality that the world is not perfect. To keep the internal fantasy of personal perfection and superiority, they need to always have a scapegoat in their pocket. When their normal defenses to reality start to fray, they can always reach for the scapegoat. It's what enable the fantasy that they're still perfect and in control.

Never before has a US President spent so much time saying "I'm a victim" or "The Buck stops somewhere over there"...but it's classic malignant narcissist behavior. That's the malignant part - having to blame someone/anyone for reality.
