I skimmed the WaPo article but I don't think it is as clear as the VV.org article about it.

To be clear, voter-verified hand countable ballots are a GOOD thing. But I don't trust ANYTHING that comes from TSF, and I of course suspect ulterior motives in this un-meetable executive order.
