It seems to have caught the Trump administration flat-footed. The response from Ret. General Kellogg simply left him speechless. You will see what I mean from this link.

https://www.msn.com/en-us/news/world/trumps-envoy-kellogg-russian-attack-on-sumy-shows-why-trump-wants-to-end-this-war/ar-AA1CQ18n?ocid=socialshare&fbclid=IwY2xjawJpXCRleHRuA2FlbQIxMQABHlOJ8XuFt7D8YHft4EhhXnxIIuOnJTqCUlYQobsRU6qenIs7M6MS8A4151oK_aem_54Tp0Dr7-vv6QY1YxjGy8A

My response on another site follows.

"Gen. Kellogg (ret) could not be more wrong in his assessment of this barbaric missile attack on civilians in Sumy, Ukraine. The reason Putin orders these attacks is to win the war and he knows the appeasement policy of Trump is no deterrence for Putin so they will continue. Trump's negotiating weakness is a dead-end street for peace. The Trump policy must change 180 degrees as Putin is not going to change. He knows the Trump policy is unworkable and this attack proves that. Kellogg, and his boss, is a fool to think otherwise."
