If they want to buy the land, dig their own wells and septic systems, pave and maintain their own roads, put up their own traffic lights and stop signs, hire their own police and fire fighters, etc., then great. Let them self-segregate.

The minute they use a dime of tax-paid money they're in violation of the U.S. Constitution. I don't want to pay for them. Let them go to Russia.
