3. The courts (including the SCOTUS) have been generally deferring to the states

when it comes to redistricting/gerrymandering (including for federal). The only times the SCOTUS has jumped in was if there was a potential VRA violation. E.g., seats in MS & AL that unnecessarily packed blacks in a 1 districts in order to make the rest of the seats red, and a change was forced to allow (D)s to pick up an additional seat in each of those states. They punted on the LA redistricting and decided to have it re-argued in the next SCOTUS term.
