On July 3rd the Mo Ranch (one of the very few establishments that prepared for anything)was prepping for bad weather. The Mo Ranch has a long history of connecting with the Hunt elementary school during bad weather.

Kerrville was like Jaws, except it was "The bike parade" instead of the beach.

Emails received by Kerrville Emergency Management Coordinator Jerremy Hughes show that the city’s fire department waited until 8:55 a.m. on July 4 to tell all off-duty personnel to report to their respective stations.
This is totally, unacceptable!!!, Totally unacceptable.... Kerr County received a call from Hunt's VFD around 5 am!!! Kerrville flooded at 6 am. This video was taken around 6:30 am, about 10 miles downstream from Kerrville. By 8:55 the river had significantly receded.
