If they can be bypassed by a flood of Executive Orders? Seriously. Bush liked to use Signing Statements too. Both reflect one-man rule or dictatorship. Where do the terms “executive order “ and “signing statement “ exist in the Constitution? Yes, I’m venting but there are no guard rails with those things in widespread use.
