When you take in money from someone and then promise them a profit but only send them back the same money plus money from others that were taken for the same reason it's a Ponzie Scheme. We paid the tarriffs and now he's saying he will pay us some back. Unfortunately a lot of the US is stupid enough to believe it's some kind of profit.

This is assuming they try and do it of course, it could be just another one of his distractions.
