Texas (1.6 million)
Florida (1.2 million)
New York (650,000)
New Jersey (475,000)
Illinois (400,000)

This Pew analysis from 2020 shows California, Texas & Florida would lose 1 seat each and Alabama, Ohio & Minnesota would gain 1 seat each.
