Because the people who filed suit WILL BE watching. And if construction doesn't stop, they will file a new motion to the court to say that the order is being defied.
Unfortunately with this administration, it takes a couple of threats before they finally "get it" (it bogs the whole thing down and has happened many times with other cases, but they are slowly starting to relent to court orders - usually after about the 2nd or 3rd warning from what I have been observing in the news 
).
