The $83 million dollar judgment against Chump must be paid by Chump. The charges and the rulings in this case had nothing to do with his "scope of official duties." When he raped E Jean Carroll and later called her a liar publicly (thereby defaming her) Chump wasn't in anyway acting within the scope of his presidency. It all happened long before he was president, so how could it ever be withing the scope?
This is total bullshit, and Chump has to pay her. It's a done deal, and he lost. Time to pony up.
