Everything is beginning to fall apart for him, and he's now reacting by trying to take over the country as Emperor Trump.

He's putting a figleaf of justification on it, but that's been his intent for a while now. I don't see this as the action of a man confident in his power, but one who's desperately trying to keep the wolves at bay.
