Uncle Sam went after the Trump apartment rentals back in the 1960s and early 70s. I think Chump himself was just out of school and helping his dad run the Long Island business. Also Fred built apartments in Virginia with FHA money and then failed to rent to low-income (black) families. They were taken to court and some fines assessed. I don't remember the details, but David Cay Johnston and other reporters have investigated those activities.
When Chump used his dad's money to build and manage hotels in Manhattan, one of his main objectives was to avoid all the scrutiny of renting to what he considered to be undesirable tenants. The racism has been there all along in this family.
