2-15% of any state education budget. He can't require courses or even extra curricula "chapters." States run their school systems, not the federal government, so no. What's more likely is that TPUSA won't fit in with legally established state curricula, so it ain't gonna happen.

More is involved. I taught in two major high schools for 34 years, substitute taught across at least 20 before that.
