I'm guessing that Putin is upset with his puppet, I'm guessing that Putin told Iran to go ahead and do what it wants because he has its back.

There are photos of Iran rebuilding its nuclear facilities also. There won't be any further actions by Krasnov against Iran unless he stops selling weapons to Ukraine, indirectly.
