I believe a legitimate international journey would involve a passenger manifest filed with Venezuela and if civilians were aboard a legal leisure cruise, the government would be up in proverbial arms. Instead they made a mild rebuke of the practice.

I'm not saying it's the right way to fight drug smuggling, but either by luck or by guile it appears he's been cutting off a supply route so far. It's a big risk though and one mistake will spark an international episode. They will likely find another way to get through because it's a lot on money involved.

TBH... Making a high speed run to Florida in a Cigarette boat isn't the best idea.
