A lot of business in a lot of countries are just importers - the product isn't made locally.
Hence the US tariffs.
No business can respond quickly enough to replace Chinese made products with American made goods, they'd go broke in the process.
It was a pipe dream - overseas companies would pay the tariffs, and local production would be price competitive and quickly ramp up to fill the gap.
Every one a winner, right? 
EDIT: Google tells me the baby clothes come from Cambodia, Vietnam, Bangladesh, and India
