Street vendors are at risk from ICE , so the idea is to buy them out early in the day so they can go home.

The food that is purchased is donated to food pantries and the like.

If you read the entire story, you will find that a street merchant looked up the buyers of his merchandise on that day. He said he learned that later ICE came around to his location. He said he thought they saved his life.
