Whether or not this gets amended is probably a key point of the second amendment. And modern definitions of exactly which arms needs to be covered because there were no machine guns back then, but we have somehow managed to ban them. Perhaps there's room for regulation of the kind and quantity of ammunition that citizens may have. If our country remains flooded with guns maybe some type of product liability legislation with a tax that can be passed which establishes a gun victim fund which pays for medical treatments of gun wounds would help if gun violence remains a fact of life.
If there was to be a comprehensive gun ban under a change to the 2nd amendment, it would also have to include some special enforcement provisions for taking them back from those (like Chuck and Duke) who refuse to give them up along with much stiffer penalties for using them while committing crimes. So a special "gun court" must be established to try all such cases on an expedited basis. And a buy-back program must be financed to pay those willing to part with their guns so there is a fair financial incentive to do so. This is the only way we will ever have a chance to live in a culture of less gun violence. But gaining the trust of the supposed "good guys" with guns and badges has a long way to go too.
