4. There are 26 CBC members who were elected in red states

NC's gerrymandering map was just approved by the court, which could potentially remove at least 1 CBC member.

The TX map is currently on hold by the courts (description of what was targeted is at that link).

45 bullied IN into trying again to gerrymander and they will probably target the lone CBC member there.

GA was also resisting and there are 5 House CBC members there.

FL is scheduled to start their redistricting at their upcoming session in January (where there are 3 CBC members).

So I think that broad statement was essentially planning for a "worst case scenario" (since the entire 11 months of 45's term HAS BEEN a worst case scenario played out), with the assumption of being targeted everywhere in a red state that they exist, and thus there is a potential for upwards of that many who could be removed.
