1. "...the President must have the assistance of officers...". Really?

Maybe I just never understood the purpose of these Agency. I thought they were created to interpret laws as passed and reduce them to specific action steps, constraints, and allowments based on subject matter expertise. This clarification enables "the people" (industry, communities, etc) to have a clear path through the regulations.

Not that I would dare to disagree with the Chief Justice but it seems to me it should read "...the Congress must have the assistance of officers..." since it is the Legislative Branch empowering them via passed laws.
