but also appeal the ruling that Halligan was illegitimately installed. While the first may have a small chance of being contested, the second is not even close. I can not imagine appeal courts allowing Halligan to serve and, by extension, giving Trump the power to completely ignore Senate appointment confirmations. I do not think even this Supreme Court will go for that.
