The range issue certainly One can argue that cruise missiles are less inflammatory than ballistics like ATACAMS since they're easier to intercept. But with Ukraine using point in time SEAD missions armed with HARM missiles to cover their Storm Shadow raids from SAM intercepts, that's mute too. So just do it.
