the song also goes on to lampoon the appetite for 'mass incarceration', in so called 'liberal' northern climes

Yes, he's free to be put in a cage in Harlem in New York City ..
And he's free to be put in a cage on the south side of Chicago ..

(and several other examples)
They're gatherin' 'em up from miles around
Keepin' the niggers down

And thus focusing not only on the intransigent ignorance of the south (rednecks, Lester Maddox) but also on institutional racism of the country as a whole - or, as the narrator puts it: "keepin' the niggers down."
