There was a period when Tucson's animal shelter and Humane Society were taken over by PETA, which had infiltrated the staff. It became impossible to adopt animals from the establishments, resulting in horrendous levels of euthanasia. It took a coalition of independent shelters and veterinarians to get the city's TNR program in place and make a dent in the feral cat population.
