The state Public Utilities Regulatory Authority gave final approval Wednesday to the $2 billion sale of AT&’s landline, broadband and television businesses in Connecticut to Frontier Communications Corp.

The approval, which had been backed by state officials, consumers and AT&T union workers, comes with a promised investment of more than $63 million in improved broadband Internet services and assurances that Frontier would not increase basic residential rates for at least three years. In addition, low-income veterans will be given a $19.99 basic broadband package, a savings of $15 from the current rate.

Gov. Dannel P. Malloy noted that the final agreement with Frontier followed a 10-month approval process that led to strong commitments from the company to improve service responses after weather-related outages.

“Today’s approval of Frontier Communications both protects customers and provides increased commitments to our state,” Malloy said in a statement.
