1. I'm trying to understand why a town that size had 13 cops plus police chief?

According to Wikipedia, Warm Springs has a population of only 465.
I live in a town of 300, and we've never had more than two cops. And we struggle to provide THEM with equipment and vehicles.
How much money does that tiny town HAVE?
