I don't think the deadline is until November. Seems like it would make sense to declare early and use the time to build support, but I'm no campaign strategist so who knows?
I did hear about the divorce, don't really know how it will affect the possible senate run.
As for the hemp thing, Rand Paul has been a proponent of hemp legalization for some time and I think this is blatant pandering to try to ingratiate himself with the teabaggers. I guess the recent poll results haven't been to his liking.
